Definition of "Non-Elderly Households" under the Rent Assistance Scheme

- Non-CSSA recipients

- No property

- The number of occupants does not exceed the living space for that number of occupants.

(Note: Even if some family members are over the age of 60, not all family members over the age of 60 are considered "non-elderly families").

 

* There are two levels of rent reduction: half rent reduction or one-quarter rent reduction.

 

* A 50% rent reduction will be granted if the household's gross income meets any of the following conditions :

Scenario 1: Gross household income below 50% of the PRH income limit

Example: Assuming a family of 4 with only the parents working, the total income of the parents is $35,000 (father: $20,000 mother: $15,000). However, due to the epidemic, the father loses his job at the hotel, so when only the mother earns income, she is eligible to apply for Half Rent (because the total income of the family is less than 50% of the income limit for a 4-member family - i.e. $15,475).

 

Scenario 2: Gross household income between 50% and 70% of the PRH income limit and RIR exceeding 15%.

Example: Similar to Scenario 1, but this time the mother loses her job and only has the father's income (i.e. $20,000). If they could not apply for subsidy under Scenario 1 (because the total household income exceeds $15,475), they would be eligible for Scenario 2 because the rent of the flat is $3,100 (rent accounts for 15.5% of the total income), and the total household income is within 50% - 70% of the income limit for a 4-member household (i.e. $15,475 - $21,665).

 

Scenario 3: Rent exceeding 25% of income

Example: A middle-aged man living alone has lost his job due to the epidemic. He is now living on part-time job (about $7500 per month). Since he lives in a flat with a rent of $2000 (about 26.6% of his income), he is eligible to apply.

 

Remarks:

1. The above examples are for illustrative purposes only and not all public housing tenants will fit into the above scenarios.

2. Rent Assistance is granted for a period of two years and the eligibility is reviewed every two years. If a household is still in need of assistance after receiving Rent Assistance for four consecutive years, the HD may request the household to move to a cheaper flat in the same district. The transferring household will be granted a removal allowance and one month's rent remission.
