Sunyu Hong Kong Column] Home Care and Support Services for the Elderly with Minor Impairment

In order to strengthen the community care support for the elderly in need, the Government has formally regularized the care service for mildly impaired cases this year. In the past, the service was carried out by the Community Care Fund, but now it will become part of the subsidized elderly services of the Social Welfare Department. The service mainly targets at elders aged 60 or above who are on the waiting list for Integrated Home Care Services (IHCS) (Ordinary Cases) and are assessed to have mild impairment or in need of a higher level of care by the designated assessment tool, and provides them with the necessary home care and support services, so as to enable them to continue to age at home. Details of the services, eligibility criteria and application procedures are set out below.

 

Service Description:

 

Services for seniors with minor impairments or who require a higher level of care include:

 

🔹 Personal Care

🔹 Escort Services

🔹 Home Cleaning Services

🔹 Daytime home visits

🔹 Home Safety Assessment and Improvement Recommendations

🔹 Shopping and Delivery Services

🔹 Meals on Wheels

🔹 General Exercise

🔹 Simple Care

🔹 Other services - e.g. carer support services, etc.

 

The service team will tailor the content and frequency of services to meet the different needs of individual service users.

 

Clientele:

 

🔹 60 years old or above, living in the community, not receiving residential services;

🔹 are on the waiting list for Integrated Home Care Services (IHCS) (Ordinary Cases); and

🔹 Assessed as having a mild impairment or requiring a higher level of care by a designated assessment tool

(b) Elderly persons who have been assessed by the Standardized Care Need Assessment Mechanism for Elderly Services (SCNAMES) to be suitable for receiving home-based support services and referred by social workers to the relevant service teams.

 

Charges:

Service users are required to make co-payments and the amount they are required to pay will depend on their household income and may be adjusted annually.
