Taiwan time on March 27, 2022, the local new crown pneumonia confirmed cases in one breath added 83 cases, for the most since June 27 last year, there are now a total of 9 chains of transmission across Taiwan, the epidemic outbreak at multiple points. According to Taiwan Awakening News on March 24, 2022, the Controller General's Office announced that the unemployment rate in February 2022 was 3.65%, a record low for the same period in 22 years, and there were 144,000 unemployed people due to business shrinkage and other factors before the epidemic.

As a result of the new pneumonia outbreak, some companies have been laying off employees in the face of losses, leaving many people struggling in the mire of unemployment. Some people have been forced to cut back on work and take unpaid vacations, leaving them without a steady income. The recent surge in confirmed local cases is bound to have a serious impact on domestic industries. In the face of involuntary dismissal or forced unpaid leave, what kind of subsidies can the public apply for to tide them over?

Eligibility:

Employment insurance insured who involuntarily left his/her job due to an epidemic.

The Department of Labor (DOL) has specified the criteria for "involuntary separation from the workforce," and in response to the epidemic, the DOL has relaxed the criteria for unemployment benefits, so that those who have been involuntarily separated from the workforce as a result of the epidemic are also eligible to apply for unemployment benefits.

Unemployment Benefits Application Requirements:

1. involuntary departure.

(2) The person who has completed at least 1 year of insurance in total within 3 years prior to the date of termination of the policy.

3. Ability to work and willingness to continue to work.

4. Those who have registered with a public employment service organization to seek employment and are still unable to find employment or arrange for vocational training within 14 days.

Benefit amount and duration: 60% of the average monthly insured salary for the 6 months prior to the month of surrender.

Unemployment benefits are calculated based on 60% of the "applicant's average monthly insured salary for the six months prior to leaving employment," that is, the average of the insured salary for the last six months of employment is used as the basis for calculation, and the amount of the subsidy is calculated based on the step of the "Workers' Compensation Insurance Salary Classification Table".

(For example, if the average amount insured in the last payroll is within the bandwidth of $30,301 to $31,800, then using $31,800 as the basis for calculation, the amount of monthly unemployment benefits to be received will be 60% of $31,800, which is equivalent to $19,080.)

60% of the average monthly insured salary for the 6 months prior to the month in which the applicant left the service and surrendered, plus up to 20% for dependents.

The maximum period is 6 months, or 9 months for those aged 45 or above or physically or mentally handicapped.

Unemployment Benefits: Online Application for Unemployment Benefits, Can Be Done at Home

In response to the elevated alert of the COVID-19 epidemic in Taiwan, the Ministry of Labor (MOL) has made it possible for the public to apply for unemployment benefits and to apply for unemployment certification through the MOL's "Online Application for Unemployment Benefits" system, e-mail, and fax, in order to minimize the contact with the temporary counter applicants for unemployment benefits.

After completing the application process, the employment service staff will, based on the information provided by the applicant, provide follow-up services such as employment counseling, job referrals, and completion of the unemployment determination by telephone. The LWDA reminds applicants for unemployment benefits to pay attention to the relevant information notified by the public employment service organizations, and to contact the public employment service organizations directly if they have any related questions.

Unemployment Application Process:

1ใ€Applicants who meet the requirements for unemployment benefits can apply online or fill out the application for unemployment recognition and unemployment benefits electronically or in writing.

2. Receive a referral and counseling from a public employment service agency for the next 14 days to try to find a new job, and receive unemployment benefits only if you are unable to successfully change tracks or arrange for vocational training.

3. Remit the money to the designated account within 15 days after the competent authority's review.

4. Apply in person to a public employment service organization for unemployment re-identification every month and provide records of at least 2 job searches.

Unemployment application preparation documents:

Attach the following documents to register for employment, apply for unemployment certification, and receive employment counseling.

1. Unemployment (re)determination, application for unemployment benefits and receipts for the benefits.

2. A certificate of separation or evidence of a fixed-term contract.

3. A copy of your national identity card or other identification document.

4. A copy of the passbook of a domestic financial institution in the name of the insured person.

(5) For those who are physically or mentally handicapped, a certificate of physical or mental handicap issued by the competent agency of social affairs shall be attached.

6. For those who have dependent family members, the following documents should be attached:

6.1 A copy of the dependent family member's account book or other identification documents.

6.2 If the dependent child is physically or mentally handicapped, a certificate of physical or mental handicap issued by the competent agency of social affairs shall be attached.

(Proof of separation: A certificate issued by the insured unit or the competent authority of the city or county (city) directly under the jurisdiction of the insured unit; if there is difficulty in obtaining such a certificate, it may be replaced by a written explanation of the reasons with the consent of the public employment service organization; the document or writing should contain the name of the applicant, the name of the insured unit and the reason for leaving the job).
