A person domiciled in New Taipei City who has a physical or mental handicap handbook or certificate, and who has been assessed by the Long-Term Care Management Center of the municipal or county (city) government, or by a unit designated by the municipal or county (city) government to assess the physical and mental handicap, and who meets the criteria for long-term care service recipients.

In order to cultivate the pre-employment preparation for the physically and mentally handicapped aged 15-64 who have the ability to take care of themselves. The Social Affairs Bureau of the New Taipei City Government has commissioned the Eden Social Welfare Foundation to operate a community-based daytime work facility, "New Taipei City Xinfeng Small Workshop," in the Social Welfare Building located on Shuxin Road in Xinzhuang District, New Taipei City.

The physically and mentally challenged persons who are domiciled in New Taipei City, aged between 15 and 64, who have received a physical and mental handicap handbook or certificate, and who have not been placed in a social welfare institution or mental rehabilitation institution, except for those who are receiving services from a nighttime residential institution.
