[Sunyu Taiwan] Maternity Incentives and Self-Protection in the Workplace

The trend of childlessness in Taiwan is getting more and more serious and has become a national security issue. In order to increase the desire to have children, the government has initiated various incentives to encourage births, including birth subsidies, childcare subsidies, and even marriage subsidies. According to statistics from the Ministry of the Interior, there will only be 165,249 newborns in Taiwan in 2020, a record low, but the number of deaths will exceed the number of births for the first time, the first time that the population has experienced negative growth, of which the public's late marriage and non-marriage is one of the key factors, as late marriage makes it difficult for women of childbearing age to give birth to their first child as the age of birth is being delayed year by year and it is hard to push for the birth of a second child. In addition, the heavy burden on child-rearing families and women's difficulties in combining family and employment also affect the desire to have children.

 

3-oriented policy in 2021 - "Help you realize your dream, give birth with peace of mind, and let the country raise you together".

The government has put forward a three-pronged policy, "help you realize your dream, give birth with peace of mind, and let the country raise you together," in the hope of building a friendly environment for birth and child-rearing, so that women can get pregnant with peace of mind and give birth to their babies safely.

(A) Helping to fulfill the dream of infertile couples to have children

Expanded Infertility IVF Subsidy Program: Provide infertile couples (at least one of them is of Chinese nationality and the wife is under 45 years old) with subsidies for the cost of undergoing artificial reproduction treatments: the maximum amount of subsidy is $100,000 for first-time applicants in general, and $60,000 for second-time applicants, and the conditions for the subsidy are provided for a different number of times per birth and number of children per course of treatment according to the age range and scope of the treatment (maximum of six times per birth for children under 40, and maximum of three times per birth for children aged 40-44). The subsidy conditions for each child vary according to the age range and the scope of treatment (up to 6 times for each child under 40 years old, and up to 3 times for each child between 40 and 44 years old). 

(b) Peace of mind - safe pregnancy and safe delivery 


1. Increase the number of prenatal checkups: Provide 14 prenatal checkups free of charge to provide comprehensive care during pregnancy, early detection of abnormalities and early treatment to ensure the health of the mother and the fetus; in addition, those who have special needs as determined by medical professionals can apply for special cases.
2. Increase the number of prenatal checkups: Provide new screening tests for gestational diabetes mellitus, anemia testing and two general ultrasounds to reduce the risk of complications in mothers and babies and reduce the induction rate. 3.
3. Increase in Benefits: Increase in obstetrical examination and testing fees to improve the quality of obstetrical examinations, provide appropriate intervention and care at an early stage, and reduce maternal and neonatal deaths.

(III) The State Raises Children with You - Friendly Workplace Environment for Childbirth and Nutrition


1. Increase the number of maternity leave days: In conjunction with the increase in the number of maternity checkups to 14, the number of paid maternity leave days will be increased from 5 to 7 (about half a day for each checkup), and the salary for the additional 2 days will be subsidized by the government, without increasing the burden on employers.
2. Flexible application for childcare leave without pay (allowance): Parents are encouraged to accompany the growth of their children together, and both parents can apply for childcare leave without pay and allowance (including subsidy) at the same time or individually; another adjustment will be made to allow for a period of not less than 6 days and not less than 30 days each time, with a limit of 2 times for those who have the need to apply for leave without pay. The period of application for childcare leave without pay can be less than 6 months, and each application period can be no less than 30 days, with a limit of 2 applications, so that those who need short-term care can apply for it flexibly after giving advance notice to their employers.
3. Increase the replacement rate of wages during the period of childcare leave without pay: the original 60% of the insured wages in the childcare leave without pay allowance was increased by the government with an additional 20% of the subsidy, so that the replacement rate reaches 80%. The overall replacement rate has reached 80%, which is applicable to the military, public service, education, and labor, so that childcare parents can take care of their young children without worries.
4. Relaxation of flexible working hours by agreement: The government has relaxed the restrictions on flexible working hours to allow laborers employed at workplaces under the age of 30 to reduce or flexibly adjust their working hours for the purpose of raising their children aged under 3, so as to enable laborers to strike a balance between their work and their families.

 

The 3 Big Plus Measures for 2022 - Increase Subsidy, Increase Quota, Reduce Burden

From 2021 to 2024, we will implement the policy of "National Parenting Policy for 0-6 Years of Age" to help nurture the future pillars of our nation. Through new measures such as "Affordable Education Insurance Continues to be Expanded", "Childcare Subsidy Doubled" and "School Fees Reduced Again", we will further alleviate the burden of childcare on families, and make it even more tangible for young mothers and fathers.

(i) Continued expansion of the Affordable Education and Training Scheme (AETS)

The number of places in publicized childcare facilities for children aged 0-2 (under age) will be increased by about 9,000; the number of places in publicized nurseries for children aged 2-6 (under age) will be increased by 55,000, and we will continue to promote a quasi-public mechanism so that childcare families can have more opportunities to choose affordable childcare near their homes.

(ii) Doubling of childcare allowance

Increase the amount in two phases: Starting from August 2021, the Child Care Allowance for children aged 0-5 (under age) will be increased from $2,500 to $3,500 per month; starting from August 2022, it will be further increased to $5,000 per month; and the allowance will be increased for the second and third or more children, to further alleviate the burden of parents in childcare.
Expanding the target group: Starting from August 2021, families who are receiving the Infant Remaining Allowance or other disadvantaged subsidies can also apply for the subsidy; the schooling subsidy for children aged 5-6 (under age) attending private kindergartens (for those who have not yet enrolled in a private kindergarten) is also similar to the amount of the Child Care Allowance.

(iii) Further reduction in childcare and school fees

1. Children aged 0-2 (under age): Starting from August 2021, the monthly child care subsidy for those who receive services from public institutions (such as public private child care centers and community public child care homes) and quasi-public institutions (such as quasi-public child care centers or quasi-public child carers) will be increased by $1,000 each, that is, to $4,000 and $7,000 respectively, and will be adjusted to $5,500 and $8,500 starting from August 2022, and the subsidy for the second, third and above, low-income and lower-middle-income households will also be increased again. The subsidy for the 2nd child, the 3rd child or above, and children from low-income and lower-middle-income households will also be increased again.
2. Children aged 2-6 (under age): Starting from August 2021, the monthly fees for parents attending public, non-profit, and quasi-public kindergartens will be reduced to NT$1,500, NT$2,500, and NT$3,500, respectively; and then to NT$1,000, NT$2,000, and NT$3,000, respectively, starting from August 2022; and the monthly fees for low-income families will be reduced by order of birth; and the monthly fees for low-income families will be reduced by order of birth; and the fees for low-income families will be increased by order of birth, and then reduced by order of birth. The fee will be further reduced to $1,000, $2,000 and $3,000 from August 2022 onwards, and will be reduced according to the order of births. For low-income and lower-middle-income households, the monthly fee for the second and third births of children attending publicized and quasi-public kindergartens free of charge will be reduced.
