🟣 [舜禹香港] 公屋租金援助計劃

政府為公屋租戶設置了租援計劃,以協助暫時有經濟困難的租戶。這個計劃通過減少租金的方式提供援助,合資格的申請人可以減少四分之一或一半的租金,減租的時間可長至兩年。

 

長者家庭(可獲減一半租金)

 

1️⃣ 長者家庭的定義

🔹 所有家庭成員均60歲或以上

🔹 居於單位超過兩年

🔹 沒有領取綜援

 

2️⃣  長者領取長者生活津貼,都能申請獲寬減一半租金。

 

🔹 獨居領取長者生活津貼為: $4,060

🔹 計劃中一人家庭入息限額 $9,058  

🔹 兩老領取長者生活津貼為:$8,120

🔹 計劃中二人家庭入息限額 $13,685

 

3️⃣ Audit Guidelines

只要不超過入息限額 (2023年 4 月 1 日起生效)

($9,058 for one person / $13,685 for two persons)

長者無論領取其他津貼(生果金/傷殘津貼)甚至有工作,只要不超出入限額,都能申請。

 

4️⃣ The following cannot be applied for

Applicants whose living space exceeds the maximum allocation standard for their family size or elderly persons who own properties in Hong Kong are not eligible to apply.

 

Example:

長者之前與子女同住在四人單位,但後來子女搬出只有兩老居住該單位。 (因單位編配為四人單位,但申請當時只有兩老居住(居住單位面積超過二人單位的最高編配標準)

CONCLUSION: Not eligible to apply.

  

*非長者家庭減租水平分為兩種:

減半租或減四分一租

 

 

申領在租金援助計劃下「非長者家庭」的定義

🔹 沒有領取綜援

🔹 沒有物業

🔹 居住人數沒有超出該人數的居住面積

 

(註:就算家人有成員年齡超過60歲,但不是全部家庭成員年齡超過60歲的話都是屬於「非長者家庭」。)

 

非長者家庭(可獲減一半租金)

 

如家庭總收入符合以下任何一種情況,可獲減一半租金:

 

Scenario 1: Gross household income below 50% of the PRH income limit

例子:假設一家四口只有父母工作,父母總入息為$35000 (父:$20000 母:$15000)。但因疫情關係父親失去酒店的工作,所以當只有母親收入的時便符合資格申請半租(因為家庭總收入低於四人家庭入息限額的50% - 即$15,475)。

 

Scenario 2: Gross household income between 50% and 70% of the PRH income limit and RIR exceeding 15%.

Example: Similar to Scenario 1, but this time the mother loses her job and only has the father's income (i.e. $20,000). If they could not apply for subsidy under Scenario 1 (because the total household income exceeds $15,475), they would be eligible for Scenario 2 because the rent of the flat is $3,100 (rent accounts for 15.5% of the total income), and the total household income is within 50% - 70% of the income limit for a 4-member household (i.e. $15,475 - $21,665).

 

Scenario 3: Rent exceeding 25% of income

Example: A middle-aged man living alone has lost his job due to the epidemic. He is now living on part-time job (about $7500 per month). Since he lives in a flat with a rent of $2000 (about 26.6% of his income), he is eligible to apply.

 

Remarks:

1. The above examples are for illustrative purposes only and not all public housing tenants will fit into the above scenarios.

2. Rent Assistance is granted for a period of two years and the eligibility is reviewed every two years. If a household is still in need of assistance after receiving Rent Assistance for four consecutive years, the HD may request the household to move to a cheaper flat in the same district. The transferring household will be granted a removal allowance and one month's rent remission.

 

非長者家庭(可獲減四分之一租金)

 

*如家庭總收入符合以下任何一種情況,可獲減四分一租金:

 

情況一:

-家庭總收入介乎公屋入息限額50%至70%之間

例子:以一戶4人非長者家庭為例,現時4人申請公屋入息限額為$30,950。如每月收入是$21000 入息是低於70%,即$ 21,665,但是高於50%,即$ 15,475。這個家庭就乎合資格申請減免四分一租金。

 

情況二:

- 租金與入息比例超過18.5%,但不超過25%。

例子:獨居中年男士因疫情失去全職工作並只能做兼職幫補,收入為每月$8000元。而他居住的單位租金為每月$1500元,因此可申請半租 (因租金支出佔了他的收入18.75%)。

 

Remarks:

1. The above examples are for illustrative purposes only and not all public housing tenants will fit into the above scenarios.
