[Sunyu Taiwan] 1966 Long-Term Care Resources

Chen Yizhen, a 15-year-old from Yilan County, is dependent on her mother and grandmother. She used to work on the streets as a resource collector together, and when her mother was often in and out of the hospital due to illness, Chen Yizhen stayed with her and accompanied her constantly. In school, she is a gentle personality, diligent and good at learning, and she participates in all kinds of competitions, and she has been awarded the National Filial Piety Award and Yilan County Filial Piety Model.

Chen Yizhen's father died of terminal liver cancer 10 months later at the age of 39, and her grandmother was bedridden with Parkinson's disease and lung cancer, unable to take care of herself. Together with her mother, Chen Yizhen has taken care of everything, telling herself that life is a long struggle, and that there is no obstacle she can't overcome, and that she will do her best to provide her family with food and clothing.

Taiwan has entered an aging society, with the elderly population over the age of 65 accounting for 14.36% of the total population. According to government statistics, there are 3,671,000 elderly people over the age of 65, of which 487,000 are in need of long-term care, an increase of 176,000 in 10 years, and if the average length of time in need of long-term care is 7.3 years, the expenditure on long-term care may be as high as 3.5 million dollars. With aging, there are many challenges, including the gradual increase in the proportion of disabled and mentally retarded people, and the need to pay more attention to issues such as the deployment of manpower and resources for care and family caregivers. Those who have lost their physical and mental functions need more support and assistance from external resources, such as related life care services, respite services, and professional health care services.

Long-term Care 2.0 Expansion of service targets and increase in service items

In response to the huge demand for long-term care and to reduce the heavy burden of family care, the government has been promoting the "Ten-Year Plan for Long-Term Care 2.0" (Long-Term Care 2.0) for more than five years since 106, and has made a lot of changes in Long-Term Care 2.0, with the goal of "findable, visible, and usable", and has expanded the service targets (from four to eight categories, including the elderly in frail condition and the hospice care), and increased service items (from four categories to eight categories, and including the disabled elderly over 55, the demented over 50, and the physically and mentally handicapped of any age). In addition to the disabled elderly over 65 years old, the service targets will be expanded (from four categories to eight categories, including the frail elderly and hospice care. In addition to the disabled elderly over 65 years old, the service targets will also include the disabled Aboriginal people over 55 years old, the demented people over 50 years old, and the disabled people with physical and mental handicaps of any age), the number of services will be expanded (from eight service items to 17 service items such as dementia care, integration of the Aboriginal community, small scale multi-functionality, caregiver service bases, preventive care at the community level, prevention/postponement of disability, and the extension of the preparation for discharge from hospitals, and medical care in the family), and the service targets will be expanded. License the service providers and loosen the requirements for subsidy reimbursement so that more people can benefit and the burden on the public can be reduced.
