Taipei City "Helping You Get Pregnant": An article to see how much subsidy new parents can receive!

 

There's no "you" or "yours" in caregiving. We'll raise our kids together.

We can see more and more fathers playing the role of childcare in public places, for example, we can see fathers carrying their children on their backs in shopping malls, we can see fathers holding their children on their way to work, and we can see fathers walking with their children in the parks. These public places are increasingly seeing fathers playing the role of childcare, and it can be reasonably deduced that fathers are taking on more childcare responsibilities in the families that we cannot see. This is an advancement in society, and represents a consensus among young parents that the division of household chores within the family is more in line with gender equality.

Ten years ago, Helping You Get Pregnant was named "You" in the female character, because early subsidy programs, such as Down's syndrome screening for pregnant women and birth incentive payments, were mainly designed to sympathize with mothers' hard work in giving birth to children; today, 10 years later, we have changed "You" to "You" in the hope that we will all realize that having a child is not only a woman's business, but also requires the joint efforts of both mothers and fathers. At the same time, the city government has invested resources in building public support for childcare and child education in the hope of publicizing child rearing and care work, establishing a friendly childcare support environment, reducing the burden of newborn families in raising children, and allowing women to reduce the opportunity costs they may face in raising children. If sexual equality policies become part of reproductive governance, and the concept of equal rights to household chores is implemented in family life, it is believed that young people's stereotypical ideas about marriage and parenthood can be reversed, so that marriage and childbearing will become a natural and beautiful thing.

 

I: Preparing for Pregnancy

Pre-pregnancy checkup after marriage

1. Female: Urinalysis, German measles antibody, chicken pox antibody, blood test, syphilis screening, AIDS screening, thyroid stimulating hormone, lentigine antibody, etc. 8 items.

2. Men: Urinalysis, blood test, syphilis screening, HIV screening, semen analysis (men should abstain from sex for 3 days), and 5 other tests.

1,595 per case for females; $655 per case for males.

 

Application Requirements:

1. "Either spouse is domiciled in Taipei City" for those who are married and have not given birth to their first child.

2. New immigrants whose spouses are domiciled in the city.

3. 1 marriage per person per marriage

 

Application Methods:

Bring your identification and health insurance card (new immigrants should bring their resident card or passport and spouse's identity document) to a designated medical institution of the Department of Health to register for an examination, and you will be entitled to a subsidy for the examination fee (excluding the registration fee and the consultation fee), and there is no need to apply for an additional subsidy.

 

 

II: Mid-pregnancy

Down's syndrome screening for pregnant women

Option 1: Down's syndrome screening for pregnant women in the first trimester: ultrasound of the fetal nuchal translucency zone and serologic testing of the pregnant woman (serologic testing for screening may be advanced to after the 9th week of pregnancy and up to the 13th week of pregnancy (up to and including the 14th week of pregnancy) at the physician's professional discretion, except for ultrasound of the fetal nuchal translucency zone, which should still be done from the 11th to up to and including the 14th week of pregnancy).

Screening for Down's syndrome in mid-pregnant women: 2 serologic tests (AFP alpha-fetoprotein, beta-hCG beta-human chorionic gonadotropin)

Choice of subsidy: $2,200 per case for Down's syndrome screening in early pregnancy or $1,000 per case for Down's syndrome screening in mid-pregnancy.

 

Application Requirements:

1. Early pregnancy screening for Down's syndrome: women who are 9-13 weeks pregnant in Taipei City or new immigrant women whose spouses are 9-13 weeks pregnant in Taipei City.

2. Mid-pregnancy screening for Down's syndrome: women who are 15-20 weeks pregnant in Taipei City or new immigrant women whose spouses are 15-20 weeks pregnant in Taipei City.

 

Application Methods:

Eligible citizens who present their identity documents and health insurance cards to our contracted medical institutions will be entitled to a subsidy for the examination fees (excluding registration and consultation fees), and do not need to apply for additional subsidies.

 

 

III: Newborn Stage

(i) Maternity Incentive Payment

$20,000 per fetus.

 

Application Requirements:

The father or mother of a newborn child should have been domiciled in the city continuously from one year before the date of birth to the time of application, and should apply at the household office where the birth is registered or domiciled within 60 days after the birth, or the right is deemed to be waived after the deadline.

 

Application Methods:

Application in person: 1 copy of the applicant's identity document, seal (or signature) and the passbook of the mother of the newborn.

Application by trustee: Trustee's identification, seal (or signature), power of attorney, and a copy of the newborn's mother's passbook.

 

(ii) Rotavirus Vaccination Subsidy

Get vaccinated against rotavirus to protect your little one from the threat of rotavirus.

1. Targets of the flat-rate subsidy:

 (1) For Rotarix vaccination, the subsidized vaccine cost is NT$1,050 per dose.

 (2) For RotaTeq vaccination, the subsidized vaccine cost is NT$700 per dose.

2. Fully subsidized target: free of vaccine fees.

 

Application Requirements:

1. Targets for fixed subsidy: infants born between 6 and 32 weeks of age who are eligible for Type I or Type III Taipei City Children's Medical Assistance.

2. Full-rate subsidy targets: infants born between 6 and 32 weeks of age who are eligible for Type II Taipei City Children's Medical Assistance.

Remarks:

Category 1: Children under the age of six who are domiciled in the City and one of whose parents (or guardian) is domiciled and has actually resided in the City for two years.

Category 2: (1) Children under the age of six who are domiciled in the city and have the status of low-income household approved by the Social Affairs Bureau of the city, or special cases approved by the Social Affairs Bureau of the city, who are unable to afford medical expenses. (2) Children under the age of twelve who are domiciled in the city and who fall under the category of patients with rare diseases as announced by the Department of Health of the Executive Yuan, or those who fall under the category of major injuries and illnesses of the National Health Insurance as approved by the Central Health Insurance Bureau.

Category 3: Children under the age of 6 who are domiciled in the city and have a "Certificate of the 3rd or more child born in Taipei City".

 

Application Methods:

Each eligible infant should bring their child health handbook and health insurance card to the Taipei City Rotavirus Vaccine Subsidy Specialized Hospital for vaccination, and the subsidy fee for the vaccine can be reduced directly at the site.

 

 

IV: Childcare for children under 2 years old

On August 1, 107, a new centralized childcare system was put into effect, the main contents of which include: 1. quasi-publicized services (private childcare/babysitters who sign a contract with the government to ensure the quality of the service are provided with a subsidy to the parents); 2. expansion of the childcare subsidy (expanding the recipients and eliminating the restriction on the conditions that the parents are unemployed); ※ those who had already been receiving the subsidy do not need to re-apply due to the conversion of the new system into the old one.

In response to the new centralized childcare system, the Taipei City Government's subsidy will not shrink and the burden on parents will not increase due to the high cost of living and childcare for Taipei residents.

Parents in Taipei City can receive different subsidies according to the following types of child care:

1. Bringing up your own child at home (parent's care, relative nanny with nanny license, trained relative nanny)

2. Public care (large public care, small home)

3. Quasi-public (with government-contracted baby-sitting centers/babysitters)

4. Non-quasi-public (child care centers/babysitters without government contract)

(a) Children who are brought up at home by their own parents, or who have a babysitter's license (e.g., a grandparent who has obtained a babysitter's license), or who have a trained babysitter (e.g., a grandparent who has undergone a babysitter's training course), and who have already been sent to public or quasi-public childcare centers/babysitters, are not eligible to apply for the subsidy here.

1. Parents who take care of the child are eligible for the Ministry of Health and Welfare's Childcare Allowance, 1st and 2nd child: 2,500 yen/month, 3rd child: 3,500 yen/month.

2. Relative childminders with a childminder's license are eligible for the Ministry of Health and Welfare's childcare subsidy and the Northern Municipality's assisted care subsidy, which is NT$5,500/month for the 1st and 2nd births, and NT$6,500/month for the 3rd birth.

3. Trained relative caregivers are eligible for the Ministry of Health and Welfare's childcare subsidy and the North Municipality's assisted care subsidy, which is NT$4,500/month for the 1st and 2nd child and NT$5,500/month for the 3rd child. Central subsidy for low and middle-income households +1500 yuan, low-income households +2500 yuan.

Bring your own application requirements at home:

1. Infants not placed in public or quasi-public child care centers/baby sitters

2. Households whose income tax rate is less than 20% 3. Households that do not receive a stop-salary allowance for baby-sitting

Application:

1. Central Child Care Subsidy: Apply at the district office where the child's household is registered.

2. Collaborative care subsidy: Apply at the home care service center or baby-sitting center where the child is sent for care. p.s.1.108 Starting from August 2008, the central childcare subsidy can be received until the child reaches the age of five.

2. To apply for the Taipei City Collaborative Care Subsidy, both the child and parents must be domiciled in Taipei City.

(b) Public child care services include public and private child care centers (large public child care centers) and community-based public child care homes (small homes).

1. Publicly operated private child care centers (large public child care centers) are eligible for the Ministry of Health and Welfare's publicization subsidy and the North City's friendly child care subsidy.

1st child: 5,500 yen/month, 2nd child: 6,000 yen/month, 3rd child: 7,000 yen/month.

2. Community-based public childcare homes (small homes) are eligible for the Ministry of Health and Welfare's publicized subsidy and the North City's friendly childcare subsidy.

1st child: 7,000 yuan/month, 2nd child: 9,000 yuan/month, 3rd child: 10,000 yuan/month. ※Central subsidy for low- and middle-income households +2,000 yuan, low-income households +4,000 yuan.

Sending public trust application conditions:

1. Households with an income tax rate of less than 20 percent

2. 30 hours or more per week (including day, evening and full day care).

3. Non-receipt of Leave Without Pay Allowance for Maternity Leave

4. Non-receipt of childcare allowance

Application:

Central and Taipei City Friendly Child Care Subsidies must be applied for at a child care center within 15 days of the child being dropped off (to apply for Taipei City Friendly Child Care Subsidies, both the child and the parents must be domiciled in Taipei City).

(c) Sent to qualified public nanny/baby-sitting centers are qualified registered nanny and private baby-sitting centers that have a contract with the government (for the list of qualified public nanny/baby-sitting centers with contracts, please visit the website of the Social Affairs Bureau of Taipei City Government).

Quasi-public nanny/baby care centers are eligible for the Ministry of Health and Welfare's quasi-public subsidy and North City's friendly child care subsidy.

1st child: 10,000 yen/month, 2nd child: 12,000 yen/month, 3rd child: 13,000 yen/month.

※Central subsidy for low and middle-income households +$2,000, and for low-income households +$4,000.

Requirements for application for quasi-publicized nanny/baby care centers:

1. Households with an income tax rate of less than 20 percent

2. 30 hours or more per week (including day, evening and full day care).

3. Non-receipt of Leave Without Pay Allowance for Maternity Leave

4. Non-receipt of childcare allowance

Application:

Central and Taipei City Friendly Child Care Subsidies must be applied for at a child care center within 15 days of the child being dropped off (to apply for Taipei City Friendly Child Care Subsidies, both the child and the parents must be domiciled in Taipei City).

(d) Sending non-public child care centers, including non-contracted certified child care centers and non-contracted trained child care centers.

Non-contracted trained childcare workers/educated childcare workers are eligible to receive childcare subsidy from the Ministry of Health and Welfare and subsidy from the North Municipal Government for assisted care.

1st and 2nd child: 4,500 yen/month, 3rd child: 5,500 yen/month.

Non-contracted licensed child care centers are eligible for the Ministry of Health and Welfare's child care subsidy and the North Municipal Cooperative Care Subsidy.

1st and 2nd child: 5,500 Yuan/month, 3rd child: 6,500 Yuan/month. ※Central subsidy for low and middle-income households + 1,500 yuan, and for low-income households + 2,500 yuan.

※Central subsidy for low- and middle-income households +$1,500, and for low-income households +$2,500.

Sending non-public child care center application requirements:

1. Households with an income tax rate of less than 20 percent

2. 30 hours or more per week (including day, evening and full day care).

3. Non-receipt of Leave Without Pay Allowance for Maternity Leave

Application:

1. Central Child Care Subsidy: Apply at the district office where the child's household is registered.

2. Collaborative care subsidy: Apply at a home care center or child care center where the child is sent for care.
